where vehicles heading in the general direction
hand off packages so that they eventually make their journey to the customer.

Kind of like a human hitch hiker who goes from New York City to Los Angeles bumming rides.

One story that I have heard from the WW-II generation is that if you were wearing your uniform during that period you could hitch hike amazingly well from a military base to your home and back because drivers were highly motivated to help you.

Similar stories are leaking out of Cuba about how formal public transportation has broken down, but ordinary “non-elite” Cubans are helping one another travel in makeshift ways.
