Most states don't have a problem with aftermarket parts on newer cars. I think that is just a CYA statement. For instance there are several different supercharger choices for 2000 and up BMWs but they don't have any governmental stamp of approval, yet they are installed across the country. Local or state inspections may apply, and California is a world unto itself.
