Is the Holley just to prime the carb or does it run along with the Carter?

Run them both all the time. It will run with the electric off, but will not rev up over 4000 rpm. So if it dies you can get home, but no hard driving. I have run holley blue, holley black. Still had issues, i’m sure it was the cheap regulator. With this set up absolutely no issues.
