The rheostat part of the switch tends to corrode & deteriorate, and affect the dash lights. Full on will turn on the dome lamp, but dash lights won't come on except maybe in a sweet spot. Need to pull the switch, check the rheostat portion. This assumes the circuit board & bulbs are good.
