With the front end up, brakes pedal applied, a person can turn the right front wheel but not the left front wheel. The odd part is while driving, the initial application the car steers right.

My guess is the distribution block connections are crossed. Is that possible?

Otherwise, start a step by step checking. Check the rears the same way with an assistant.
For each wheel that can be turned when the pedal is applied, does it resist slightly indicating some hydraulic action.

Bleed the problem brakes - does each push of the pedal move about the same flow as a working brake?

Goal here is to identify if its a hydaulic issue, and if so where, or a mechanical issue.
