Chrysler has always recommended keeping oil level 6" away from crank counter weights and rod throws - back in the old days before scrapers and not using a windage tray.

With a tray or scraper this is not an issue any longer.

See images of a real Charlies pan from the mid 70's. 8 quarts in the pan. Swinging pickup with trap door. Image showing the pan on an angle shows the fluid does not rise above the rear accel shelf. You can stand on the brakes for as long as you want and you will not uncover the pickup. On a good wheel stand you will not uncover the pickup. Add 1 quart for your filter, 2 quarts for oil draindown at WOT down the track. I actually have run this pan at 7800 on a Hemi without a scraper or tray, dual line Milodon, with only 10 quarts total. Wet rockers, no lifter bore bushings, no trickery on the oiling passages to the heads, etc. With restricted passages and such with scrapper you could run this pan at 8 total fill. This pickup is a single line off a wedge.
