I don't have a Victor383 but I do have several 400-2, I could measure from the mounting flange down to a flat suface with the intake sitting on that if that will help If so let me know
Don't forget that the 400-2 is Max Wedge internal port size from the carb to the head mounting surface, the Victor 383 is 440 port size, which means the intake port hieght is shorter than the 400-2
