GJ you are partially correct but....when you install a NEW battery (replacing dead/missing or shorted battery) and do not reset the idle strategy properly, you most likely will have warm idle issues.
The PCM has a small capacitor/battery to keep such memory alive for short durations, hence the reason you need to short the terminals to exhaust the PCM capacitor/battery.
