that is just a suggestion by innovate. I understand that every program or combo is different. their suggestion worked for me. I could of set mine at 12.5-15:1 as it idle the same, but I ended up with 13.5-14 which is right in the middle of their suggested target.
you mentioned getting it dyno tuned awhile back. well what do you think they use to tune your carb with for best a/f setting? an a/f meter. theres reads out on a pc screen, mine reads out on an in car gage. same tool

On the dyno they didnt touch idle... we jetted for
max power... when I put the engine in with the trans
I set the idle mixture and idle speed
EDIT
and yes they did use a A/F meter to set the max power
but they also went higher and lower to see what the
dyno said... and if you call that the final jetting
your wrong.. you need to go to the track and jet for
max mph... then take your A/F reading and see what
it is as a reference point so its easy to get back to
