I agree with Mike...This happened to me with a body panel that I shot in the late fall with too cold of a temp. possibly. I probably didn't let the coats flash long enough at that temp.
When I went to wet sand a few days later, I had the same exact problem occur. Looks just like white dust embedded in the clear ,but as smooth as glass.
