If a ground problem the tail lights wouldn't work. I know this because Ive had numerous intances where the tail panel was painted and the lamps weren't grounded anymore. Check the ground on the column , if the car has been incorrectly restored , painted parts of the car that were never originally painted , that will wreak havoc on proper grounds.
