This is my point exactly. If you have parts already why would youbuy them again. Does anyone else make you buy their heads complete!!!!!
If memory serves, brandon's reasoning for this was so many people wanted to buy the heads bare but with valves. He decided that he would just sell the whole thing because you'd still be ahead of the game even if you had to replace the springs/retainers. Probably just easier for him to sell them whole.
