I wondered if it was a balancing issue (machine and/or operator) rather than the wheels as there appears to be a lot of weight directly opposite even more weight.

As for changing the width of the shoes, I would NOT do that. The fronts are 3 inches and the rears less for a reason. Your braking balance will be messed up if you make the front shoes 2.5 inches. Your front brakes provide more of the total braking force than the rears and on an all drum system most of that is built into the shoe width.

Before you spend any money consider a disc brake upgrade for the fronts.

Since I do not know what C baody you have I looked up the front drum for a 69 Chrysler 300 on rockauto.com.

Raybestos makes a 3 inch front drum that fits and does not have those fins. So the proper ones are out there.
