Chris, That is the most plausible explanation. Thank you for your insight. I thought about this scenario [sub assembly] but did not have the resources (i.e. engineering drawing) to confirm my suspicions. The license plate section does not have any part numbers stamped. Just: SS-46 1 (?) and the nuts and sealant??? It makes the most sences (and a lot of things in the world today don't). Thank you.
