The acrylic urethane paint like Emeron is a very tough paint and resistant to most chemicals. It usually flows out nice without orange peel.
I think the clear coat may also be an acrylic urethane, but I think they have some orange peel which may require sanding and buffing?
I would ask the painter why he wants to do it that way?
I would just paint it all in base / clear, but maybe your painter has a good reason?
