Ace hardware oil-based paint. Yeah, I know I'm cheap but is someone going to walk up to the car and try to color match the paint on the drum when you have a wheel mounted on it? $8.00 a pint.
Stays on, doesn't flake.

I used good ole tremclad rustoleum on my 70 sport satellite . . . I figured unless there is a pristine 70 B body with painted drums that have never faded, who is gonna know the difference ??? But then again, I built my car for me, to drive and enjoy . . . so, just up to what you want . . . red shows up great when the sun is shining on the car - with the road wheels !

When I took my satty apart - it was definitely original, the drums were painted all over, not just a band . . .

The one on the left is what the drums looked like on my 70 Sport Satellite with road wheels, as well as my 74 Duster360 with Rallye wheels

Apply it like a drunk factory worker and you are dead on correct.
