I have a few ballasts laying around and was just thinking...Is the resistance measured as obvious as it looks ???...The .25 should read .25 correct ???{none seem to be reading the exact values we're discussing} Are these units all over the place on resistance or do I just have some old, used pieces ????

I think it's pretty common to have the resistance be out of spec, all of mine that I've checked were off to some degree, some by quite a bit!

there's alot of wiggle room there. Just keep in mind coil longevity and spark output are inversely proportional (keep spare of each in the glove box )
