The BOSS 429 cars were hand assembled race cars by Kar-Kraft not Ford. Each vehicle was assigned a KK 429 "Nascar" production number. Starting with KK-1201 running through KK-2558 I guess I see your point with the "factory" emmisions stuff but even the 426 darts and cudas had PCV valves

Dave runs a G70-15 restoration bias ply redline. They are the same tires that anyone buys for a restoration from Coker tire: Gooyear polyglass or firestone wide oval.
From the FAST Rules: 14.03 Original equipment reproduction bias-ply tires only. No soft compound tires of any kind are allowed. Retread tires are not allowed.

Dave and Joel I have been kicking around the idea of building a 65-66 valiant or cuda 273 4bbl but after re-reading the rules it says only a factory dual exhaust car? Even thought they were a performance oriented package they are not allowed? Not like they are going to steal Daves thunder but with the short wheel base and super light weight they could be fun for the first little ways down track and they could run the same tire correct?

I don't think the 9's are far fetched at all. But I also think that getting there will be a huge expense given what Dave has probably spent for an .06 gain. Each hundredth gain now is going to be pricey.
