Bodies in white came with an MSO? I thought an MSO was only needed for a car with a VIN. I once owned a body in white Duster, no VIN, no MSO (or if there was one it was never passed along).

My Horizon was a BIW. Herb McCandless and Chick DeNinno, who built the car, both have never said anything about an MSO.
A BIW was just a "part" through Mopar Performance/Direct Connection, just like the DP Challengers of today.
