I'd say, No Way they removed it after assembly. I removed a spring like that from my 70 'cuda while the brake pedal was still assembled in the car, so that I could use it on my 70 Challenger. Later, I found another one of those springs at a swap meet, and put it back onto my 70 'cuda to replace the one I removed. It is extremely difficult to remove with the pedal still assembled.

If the cars you looked at have the groove in the bell crank for that spring, and the spring isn't there, I'd have to say that either someone has taken it apart and reassembled without the spring, or the spring rusted and broke, possibly falling out after it was broken.

That could possibly make a difference. I've seen it on E bodies which are built at Hamtramck. (a few E bodies were built in LA in 1970, but I haven't seen many of those up close.)

The one in my pic above doesn't look to have a grove. I didn't see a grove on the others either. These cars look to be all originl and where I live rusting apart is very unlikely.
I'm voting that the talented people of St. Louis didn't need no stinkin spring to assemble these.
