Pretty easy actually. Envirocops troll around Toronto looking for deleted trucks. As soon as they see ANYTHING come out of the tailpipe/stacks, on come the red lights. They plug in their scan tool which combined with a visual inspection tells them if the vehicle has been repowered with something other than what the VIN says. If the engine matches, they command it to do a forced regen, which if it's been deleted, doesn't happen. Off come the tags and out comes the tow truck.

I know of a guy local to me that got caught with a 6NZ no emissions CAT in his shiny late model Peterbilt that had an ISX Cummins that the emissions was trying to bankrupt him. The only way to put the truck back in service was to put in a correct engine and all the emissions stuff that he had scrapped back on. All that and the fines put a hurtin' on $100K.
