9 volts sounds right running. Checking voltage at the coil with points closed is probably where you are reading the 4.5 volts at the coil.

in "start mode" the ballast is bypassed, connecting it straight to the battery positive, or B+
the coil is designed to work on 8 or 9 volts because when starting, that's all thats available to run it, as the starter is putting such a load on the system, that the battery voltage drops to 8 or 9 volts.
but once the car is running at 12-14 volts, it'll burn up the coil that's designed for 8 or 9.
that's why you need the ballast resistor.

Not if the current is running through the ballast resister in which case you will have significantly less volts then the battery.

Most older Mopar point ign systems will have about 6.5 to 7.5 volts to the coil if it has the right coil and ballast in the system with the key on and points closed. Of course with the points open you will read 12 volts and thats not an acurate test as volt meter needs to be hooked in paralell not in series. And with the eng running it is not a good test becaus the points are open alot and you are just seeing 12 volts from the points open. The key on eng off and points closed is the best test and yours is a bit low. Could be a bad or wrong ballast. I would hook and amp meter in series and check the amps flowing. The motors manual gives coil current values and you can compare to see the current flow as I bet it is low. Like I said most read about 6.5 to 7.5 volts. 4.5 is to low unles you run the older Acell Super Coil that had you add in another ballast to keep coil current flow down. Ron

No first post is correct. So, once again
key on, points open, engine not running==batt voltage
key on points CLOSED, engine not running==very low voltage depends on coil draw and a few other things, 4 volts or so is believeable
key on, engine running== anywhere from 8-10-11V depending on engine speed, charging voltage, and temp of coil/ ballast
key in START, engine cranking, ==battery voltage, say 10V or so
