Who knows if that is the correct diagram. Either way you need to verify the J2 circuit [[key on]] is sending 12 volts to the PCM/SBC.

The blue/white wire traces back to the ECM like the wiring schematic shows it's supposed to, yet you speculate that the wiring schematic could be wrong.....

Okay.....

Without jumping the relay the engine cranks and has spark but doesn't turn on the fuel pump.

The fact that it's getting spark I would think means that it's getting power to the ECM/PCM/SBC.....

An I wrong on that????

Clear all the codes and with the proper scan tool, scan and record the codes after trying to start it. Then get the correct FSM for the power train electronics and follow the procedure.
