With the 6 bolt pattern and Viper wheels I'm thinking they put it on a Dakota frame....
Based on the engine setback, wheelbase, and the boxed rockers to clear the exhaust routing, I'm pretty sure it's actually a rebodied Gen 3 Viper.

After looking at the pics more, I think that you're right. If they did that they stretched the Viper frame to get that wheelbase. A Vipers wheelbase is only 96 inches which is short compared to most cars. That looks longer than any Vipers stock wheelbase.

A 65 Barracuda is a love/hate vehicle to begin with, now you add customization and it pushes the envelope even farther.
We had a 65 Barracuda with a 318 (swapped in place of the 273) with a 4 speed. That little car was a bunch of fun. A 65 Barracuda was probably one of the lightest cars built in 65.
My take on the modifications are: the boxed rockers are likely to cover the exhaust. The fender extensions are to cover the Viper wheels and wider tires. The nose was extended to make room for the V10, and then probably for the front suspension that likely had to be moved forward to clear the V10. Maybe the wing was an after thought? It was not painted to match the car, so it was probably added after the paint was done. He probably would have been better off to forget it, but at the point its at now, I guess another modification doesn't make much difference. The color is also a love/hate thing, some people really like that green.
His car, he gats to do what he wants with it. The modifications appear to be well done, and I'll still bet its fun to drive.

saw this one at a local show. Looks way better IMOP. I can't let my wife see that one! She really liked the one we had, and has said she wouldn't mind having another one when her PT dies. After I reminded her the PT get driven year around, she backs off a bit. We have real winter here, snow & salted roads.

i had an early 64 barracuda. it was a 273 2bbl, pushbutton. that thing ran great, smoked the tires at will, even after i replaced the 13" stock tires with H78 14's on the rear. it even got 26mpg going to work on the interstate. i lent it to my old man to drive to work one day, so i could take his new chrysler to the garage to get it safety inspected. he called the house around supper time, and asked to bring the hook. seems he hit a phone pole dead center, breaking the pole off and making a nice "dent" in the roof, coming home from work. and that was the end of that car.......... my old man kind of had a habit of screwing up any vehicle he was lent. in later years, we laughed about this, but when it happened, it wasn't so funny.
