I believe that they state recommends that you quarantine for 14 days, but that it is not legally mandated. There is a stay-at-home mandate in effect, and all non-essential travel within California is prohibited. This site is usually accurate and up-to-date. https://www.visitcalifornia.com/latest-covid-19-coronavirus/ And supposed "non-essential" travel is still happening. Many city and county law enforcement have said that they will NOT enforce the latest edict from the governor. I have heard that Oregon is not letting travelers in, but I have not heard that we are not.

Where I live, San Luis Obispo county [Los Osos which is by Morro Bay], is open with some restrictions on dining/gyms/hotels and other stuff. The county sheriff and DA told Sacramento to pound sand as they lumped us in with LA area. They are not going to bother people trying to make a living and said no one is holding a gun to people to make them go into a business. If you are afraid, stay out. The central coast is quite spectacular. Beaches open, some campgrounds. Not sure about Hearst Castle. A drive up 1 through Big Sur is a to do for tourists.

For business or pleasure? If for business, keep in mind that at least in the bay area, everything is pretty locked down. Restaurants are open for take out only. Not sure how they are enforcing restrictions. If it is for pleasure I would ask, why now? I would recommend rescheduling.

Just played tourist through Morro Bay with my honey. Hotels have customers, eateries that are open are takeout only, some shops open. There may be more eateries opening up to at least outdoor dining like a week a go but I have no info on that. This area has water activities like whale watching, fishing, kayaking, paddle board but that stuff I don't know if they are operating so you'll have to investigate. Plus there are quite a few wineries and breweries but those need investigation too. There is an airport in San Luis Obispo so you have the option of flying straight in. As my wife just reminded me we are SUPPOSED to remain in place but its being ignored somewhat as the gov is almost as bad as yours.

Motels in some areas will not rent you a room. Food is take out in most areas. Population means enforcement of policy is not practical. That said - if you get pulled over or if are sungled out then not being a resident poses a problem. I have been in the state about a week on this trip. I leave tomorrow. Jim

I drove into CA and back to Oregon yesterday. Half of the people in the gas station were wearing masks, half were not. It is a free country and will stay that way in the rural areas.
