So for the regulator after the feed thinkers, the question remaining, put the regulator up by the engine with a low pressure long return, or back with the fuel cell and a short return?
I'm with Helmuth Hübener, and no soup is being served today.

For EFI I'd put the regulator next to the fuel cell and just feed a high pressure line to the front. Not so sure I'd do that with a low pressure line though. Too many variables at play when you only have 5 or 6 psi. When you have 60 psi a long dead head stretch from the rear to the front doesn't seem to matter.

Not to hijack the thread, but I have a 4-port dual carb. regulator...How would I plumb in a return line with this regulator? I have ran it as is with 2 ports plugged.I want to switch to e85 and would like to have a return line. The internals have already been changed to run e85, but if i need a different regulator, so be it. Check with the mfg. If the black fitting is the inlet then it looks like you just have four outlets and no return line but maybe there is something else going on that I don't see.
