Most likely the switch was not working correctly. The switch is sharing two separate flasher inputs. The contacts that separate the inputs must of been not able to fully separate the inputs. Thats why you were getting the flashers to work with the key. It was getting the turn signal power input and applying the 4 ways. If you removed the turn signal flasher the 4 ways would not of worked as the contacts were preventing the 4 ways battery supplied power from going through the switch.
