Contact the State is the best advice. But a damaged Vin tag still has the numbers that match the rest of the vehicle stamping. So why would he have to succumb to a state issue Vin?
Nanket, 81_93 Dodge truck, 80-86 or so Ford truck, International till the late 70-s, most Ford Dodge and ggm too. Swapped Vin tag isn't just a Mopar thing. Sorry, wrong info. I own an 86 Ford truck, VIN is on the body. Not on the dash pad. The dash pad has a cut out so you can see the VIN through the windshield. I can take a photo in the daylight so you will believe me.

Nanket, ok so I was wrong on the 80's Ford's. But in the 70's most trucks had tags held on the door jamb by regular rivets or even just screws.
Many Ford and Ih had the tag on the door itself, ever replace a rusty door?
60's Mustang had a tag that was often moved due to damaged spring towers iirc.

You cant afford to fix a vin tag and you bought an E body. You should just sell it (they are not cheap cars) after you fix the tag because nobody will want it with a damage tag.
