1969 Roadrunner, power drum brakes. New master, wheel cylinders, and hoses. Brakes will stop car just fine, but brake pedal will not come back up, keeping brakes applied, have to pull pedal up with your foot. Do not know the history on the car, a friend just bought it, drove off the trailer into shop for a cam change and said brake work. Brake booster bad??? New master?...has the booster to master pushrod airgap been adjusted properly? you'll need .020 to .060 airgap

loosen the nut on the brake pedal rod where it goes thru the brake pedal..

You might have to hone the piston in the master. If they sit long they tend to get funky in there and won't back out. Had it happen a couple times on my Mopar master I use for racing.
