If the rod won't go up far enough to allow the fuel pump arm to go all the way in, just take the coil wire off, bump the starter a bit and get the fuel pump eccentric to move out of the way. This will allow the pump arm to go all the way in or close to it. The bolt towards the firewall can be a pitb to get started sometimes. Try to get it started by hand before you put a socket on it.
