Forgive the dumb question, but are you putting the transmission in neutral before trying to shift into 4 low? Most newer vehicles won't shift the transfer case to low range unless it is not in gear.
Outside of that, is the lever making it all the way to low range on the transfer case? The shift rod might require adjustment. Maybe try unhooking the linkage and then forcing it to the 4 low position to make sure the transfer case is okay?

I'm out of ideas, besides chocking the wheels, unhooking the linkage, and trying to shift it by hand at the transfer case. It sounds like it is out of adjustment if it never even makes it to neutral.

I just sold a 98, and I think it lights the same light in 4 high or 4 low. Said part time 4wd like yours I believe. Hard to believe the mechanical linkage isn't switching to low range.
