if both of your tail lights (small filaments) and both of the brake lights (big filaments) light up at any time then from the DR kick panel rearward you are OK & the problem is upstream from there. I would continue to work on the TS/brake harness for now & check/confirm that there is correct continuity or no continuity in every position in every one of the several circuits it controls
