If I was going to guess I'd say it looks like the shifter for a 66-69 console B body (of course there is a factory one for the 69 B body that is different)
Now I need to pin those needles, got to feel that heat Hear my motor screamin while I'm tearin up the street

Kind of looks like this one http://www.brewersperformance.com/proddetail.asp?prod=SH6836Since it doesn't have the right offset and you don't know the brand, my next guess would be that its for a GM A body with console

66-early 68 was an inland shifter , and it's not a 68-69 console , or non console B body shifter.
