What if it was ??? Still never left the factory that way
And that is a 1972 hidden headlamp / front bumper set up
We all know the 71 Superbee couldn't bee ordered with the 440 magnum , but yet 26 left the factory
So
Anything is possible , we all know that. But let's see it on a legit fender tag / broadcast

just adding a note and a thought... is not the same just PAINT the bumper, than add ELASTOMERIC layer. Just talking about because the "posible reason" theory posted by Mike about why they weren't optioned together and the pics posted try to beat that theory. not saying if it was that reason or not, I can't tell it really, but there is some logic on that

This stuff was applied or sprayed over the steel core correct ? Not over the chrome
I have seen these bumpers. The rubber coating is really not that thick. Am I missing something

It may have been due to multiple manufacturer parts & their stack-up tolerances for an adequate fit. ..... or possibly to reduce the number of sub-assemblies on the production lines to accommodate all possible combinations that were built as sub-assemblies. ..... or a marketing call, no-one wants a chrome grill in a car they just ordered with de-chromed bumpers. Why aren't there black, gold, etc. "rubber bumpers"? Same answer!

Don't know about production issues regarding this, but as far as Elastomeric color availability...
Why FC-7 Elastomeric color available on '71 Ply E-Bodies, but not on '71 Ply B-bodies???
This 'color availability' thing is murky...
I've heard of E-bodies out there with rubber bumpers sprayed in 'non-available' colors...
Don't see any reason why it couldn't have been done outside the listings in the crash book...
Never say never, again...

FC7 was the #3 color on the '70 'Cuda (BS23 & BS27) FC7 was the #10 color on the '70 GTX (RS23) sorry I don't have '70 RR numbers (anyone have the Option & Accessory Report?) it's all about the money someone had to place the minimum order for (WAG) 500 pieces, and didn't want to be in that June 1, 1971 meeting "why do we still have 400 of these FC7 Plymouth b-body bumpers on the shelf?"
