The "factory" was toying with the idea back in the day as evident by this "factory photo"
Actually, that is a picture of the clay model...so that bumper in the picture isn't even metal.
Doesn't really matter the medium used, I think the intention was to have a body colored bumper, had they wanted chrome hanging on the clay mock up, I'm sure they would have used it

And as you can see by that picture....a "conceptual" model is just that.
Clearly, Mopar DID make body colored bumpers, as well as hide-a-way headlights. If you want to split hairs about weather or not they would have used a chrome bumper...then explain why elastomeric bumpers weren't available in a "clay" color. I'm kidding......

How many '71 BS2* left with elastomerics???
Replacement bumpers were not available without paint, no NOS elastomerics w/o paint.
The manufacturer painted the bumpers in house, that's why NOS bumpers & mirrors found in paint are usually the same color from large overstock. GW3 mirrors & EV2 bumpers seem to be most common NOS '71 'Cuda pieces out there.

You're comparing an availability of an engine/model combo that already existed (R/T and SE) with the availability of a combination of a bumper/grille combo that never did - not a good analogy.
Plus, there is literature that shows the 440 Super Bee was available, so it stands to reason that a few snuck out.
