"Yes it will feed the rocker shafts by just cranking engine, but will take more cranking time to get there than that pressure test port that should show pressure quickly. buildanother : I cranked the motor over for about 10 sec and saw 25 lbs. of oil pressure on my gauge. Was that enough time?? Thank you all for all of the ideas I will try and get back to work on it again soon and report back! Mike

No , and No the oil goes thru the pump first.
Take off the rockers shaft and put a wire down the hole to see if the cam bearing is lined up right.
Not sure if it's been mentioned but I remember someone having this issue and it was the cam not being drilled.

Keep in mind that there are two holes in the cam journal. Find one and try the pump. If nothing happens turn the engine more until the wire finds the other end of the hole. One end of the passage needs to line up with the passage to the head, the other end has to be at 6:00 so that oil can make it into the cam. You're probably fine and I would have started the thing up by now. That said, I did help out a friend recently who had a new roller cam with the hole angles off and they never lined up with the holes in the cam bearing and block simultaneously. It took some die grinder work to chamfer the holes until they did line up. Some expensive pushrods and rockers got burned up before the problem was solved.

If you're trying to prime it by hand I'd take a few minutes and set that gauge in the engine compartment where you can see it.
I had a hell of a time getting my motor to prime. It just wouldn't suck oil up. I had the pump on and off at least 3 times because it couldn't possibly be anything else. It finally primed and I can only figure that the pump was too dry.
I always pack a new pump with Vaseline to help it prime fast. Ron

Really ?!?!?! That would mean the heads are not interchangeable side-to-side and you got lucky when you installed them !!!
Actually, the block only has oil passages at the #4 cam journal. The "blockage" you encountered is the deck surface.
