They fit on the inside of the bumper, on the last (toward the outside) bumper bolt, just before the lock washer and nut, and extend out to the outer edges of the bumper, kinda like extra support for the ends of the bumper. At least that's the way they are on my 70.

Hey Jess, It looks like they are more for holding the rubber corner pieces on the bumper in place than anything else. I looked close at mine last night and there are indentations where the bracket was holding them in.

Left and right have the same part #, just bent to mirror each other. They just put a l or r on them. I am pretty sure they go behind the bumper bracket not between the bumper and bracket. Upon close examination of mine, I could see the washer imprint where it was fastened down. Glad to help Joe and Cody!!
