I hate this photo.....they look much better in real life. I think the flash from the camera changed things. There not that "gold" in real life and there are plenty of runs in the coatings. I used the Spray Gray and the Black paint on the iron ends for the contrast and then the Mat Clear over everything.
I have done this many times and it last for years.
....there is nothing like driving my 1968 Hemi Dart around town and having people looking at you like you're nuts!!

Woops sorry John, I just figured that both the 1971 B and E body share so much the same that there might of been some E bodies that had painted lowers, I guess not. Why would one car have painted lowers and another would have cosmoline dip on it? Does not make sense.
I thought about that response and should have asked you this question ... I'm going to edit my reply above ...
Did you buy your car BRAND new ??? If not how do you know what was done to it before you bought it?
It's coming back to me now ... I got a set of arms off a 71 charger R/t that were painted black , I assumed it was like that from the factroy , but when I changed the bushings out it was obvious they were changed already once , hence the black paint. the arms were repainted black when I was finished.

Here is a picture of the front end of my Dart. The lower arms were done four years ago using Krylon Battery paint, Matt clear, Spray Gray and flay black. These arms have about 1500 miles on them and there still looking good.
....there is nothing like driving my 1968 Hemi Dart around town and having people looking at you like you're nuts!!

Yes!
In many cases outsourced parts only had to meet a "spec" which often gave the vendor choices on how to reach them. For this instance it's quite possible that some type of temporary rust protection was spec'd out on the prints but the print might not have specified which method to use. Cosmoline or paint might have offered similar protection and therefore either would have been acceptable. The vendor might have chosen either one according to costs.
