not exactly. shorter sidewall tires will have less "roll" under hard cornering, and can improve a cars handling.
I'd say its a function of 3 main things... style, bigger brakes, better handling.

If you guys like taller tires, Federal makes some nice tires in 17" a lot of the Dakota guys use them on the stock 17x9 rims, and they're CHEAP! 255/55/17 around $100 a tire.

Sidewalls have become stiffer on newer tires over the past ~10+ years regardless of their sidewall heights. Profiles of 60-65-70 are still very common for new vehicles. Overall tire diameter is also a factor as determined by the car designers. It all becomes a "package" that is offered to state the character of a specific vehicle.

Why do you need a one piece forged wheel?
You can fit 6 piston brakes in 17" rims. It will have a 13" max rotor instead of a 14" max rotor.

One-piece forged for rigidity and strength Been proven in lap times the more rigid a wheel along with as wide a front wheel as possible translates to consistent faster times. Also I like the simplicity of a one-piece over a 3-piece. Forged wheels can take more abuse & are harder to damage Your right, I forgot about the 13" 6 piston

If you really want to be serious about rim choices and lap times, consider the lightest rims intended for road racing and which are DOT approved.... check out ads in SCCA Sports Car magazine, etc.. and be prepared to pay fairly big $$$. Also, consider tire selections.. tread wear ratings, such as 200, are common for various clubs these days.. look at the new BFG "Rival" tires... for an 18"er... I'd consider 275-35-18 tires (200 tread wear) mounted on 18x10 rims front and rear (with about 5-5.5" backspace... 5.5 will keep it factory centered at 10" rim width)... tuck in your fender lips... and enjoy the laps to their fullest! But.. beware of street/hwy pot-holes as the short sidewalls on the tires may welcome dented rims, as well as some increase in street ride harshness (not so much on the hwy)... just determine a reasonable tire psi for street/hwy... and increase as needed (at least ~5psi~10psi) for track lapping sessions. There's not too many 17s offering decent sizes at 200 tread wear, sorry to say forget 16s (I have 16x10 rims, forged aluminum 2-pc road race rims, and have used them exclusively with Hoosier A6 275-45-16 having 40 tread wear for autocross competition).
