That was the 1st thing I checked John. WOT in car (floored) is also WOT throttle on carb

I had no problems driving mine when it was not down shifting by the throttle pedal for over a year, just used the lever and pulled it into 2nd or low when I needed it to downshift. Now that I'm thinking about it with the original governor it would downshift even with the lever if I was above a certain rpm or speed but would with the higher shift point "Hemi" governor hmmmmmmmmmmmmmm but no problems driving it like that from my experience. (you can change the governor with the trans in the car btw)

You're not going to hurt the trans.
One more thing to check, disconnect the linkage from the top lever on the trans and operate the lever by hand...pull the lever firmly against the forward stop and make sure it has a nice firm stop then push it to the rear firmly against its stop and see if both directions have a nice firm stop.
In some rare cases the weld that holds the throttle lever shaft to the cam will break and allow the shaft to spin in the cam.

Nonsense, EVERY correctly operating Torqueflite (including the old iron ones) will kick down to 2nd at WOT. The reason it's called "part" throttle kickdown is because those transmissions equipped with it will kick down at less than WOT (part throttle).
