Yes, a letter in the first position means something. Depending on the letter, it could mean: dealer demo, lease car, sold in Canada, sold for export, outside modification such as sunroof, sales bank, package car like a Superbird, Hurst 300, TAs and AARs, special order, and other meanings. The meaning of the letter can change from year to year. There are few hard and fast rules regarding specialty VONs.
I have seen speculation that the third digit of a three digit specialty VON (typically a 700*** or above VON) may have something to do with routing and sales.

Thank you I could research this privately and keep the information to myself, but we all need to be smarter about the subject. After trying already to learn something from a particular not well liked individual I think the best idea is to ask the masses. I have received conflicting information so far from my one source. I take notes when I talk to people... Further assistance is required here. That is why I am asking. thank you again

Do the first 3 digits signify anything
"099"
"403"
"926"
"902"
Does the sales zone have anything to do with the first 3 digits?
Typically when trying to decode the first letter of a VON, you need to associate it with a Y code to get the true meaning.
An R in the first position could mean a public relations or Chrysler Lease car/executive depending on the Y code.
C = Y07 - Canadian order
E = Y09 - Export
G = Outside modification. Something like a sunroof.
The leter "O" wasn't used but "Q" was and sometimes the tail of the letter is hard to see on a rusty tag. A zero in the first position holds no special meaning as far as I know.
A VON starting with 4 is possible. It holds no special meaning as far as I know.
A letter in the first position beginning in 1970 replaced the two to three digit specialty VONs used used in 1969 and earler.
For example, a 926*** VON in 1969 could mean special paint and this would have been replaced by something like a J in 1970 and later.
Letter VONs can change year to year. For example, the letter B is used in 69 to indicate a car sold in Canada where the letter C is used in 70 and later.
I still have a lot to learn about VONs but I hope this helps.

Thank you to everyone!!! Tony you are a gem!  This is what I am looking for Tony Dagostino has been very helpful in my history research  The history lesson will be coming in the very near future. Even if the document is galen's work it does not matter. [Galen are you lurking here? Pay attention!] Galen gave me conflicting information in 2 phone calls? Gee whiz I take notes when interviewing people. Whose side are you on Galen?? What I needed Tony posted. Why did Galen not offer me the document? Everyone should have this information Barry: yes they are "handwritten notes" on particular applications from the 1980's Your phone will be ringing regarding these "handwritten notes" The JH Hemi at the bottom, typo or? no typo On FT info as well. Will send a scan
