no, tall or high gearing is numerically low...less mechanical advantage, more speed per RPM

short or low gearing is numerically high, with more mechanical advantage, but less speed per RPM.

if this is for a cruiser, a 2.76 limited slip, with a good higher stall (say, 3500RPM) but "tight" (not a lot of slip at part throttle) works very well, giving decent highway RPM, and plenty of torque for launching and accelerating.
