The factory did not shim E body fenders where they bolt to the inner fenders. They put a bead of sealer down and directly bolted them to the inner fenders. They shimmed the back of the fender where it bolts to the bracket that bolts to the side of the cowl.
The 71 I took apart had shims along with seam sealer. It looked factory to me.
