What's your initial timing at? Initial timing CAN make a difference. Advance the distributor until you get max vacuum, then retard until you lose 1"hg. You should end up around 10-15* or so. Make sure the vac advance is disconnected/plugged while doing this.
You also want heavy enough springs in the distributor that you're not into mechanical advance at idle. Otherwise sometimes you'll idle a couple hundred rpms higher than other times (BTDT).
