I think on some systems it is that way like on trucks, but in my opinion you want it to return after getting to the motor for at least two reasons.

one cooler fuel because the fuel does not sit in the lines long as it is constantly circulating.

Two you have the correct fuel presure at the efi unit at all times

With the regulator and return at the rear you have no idea what type of presure drop off you have have at the efi unit during hard throttle conditions


Allen Here's a novel idea, let's not throw a bunch of parts at the car hoping it will fix the problem and instead spend a little time diagnosing it first. Life was a little easier when I was just a wrench.
