OK, I'm going out on a limb here and am thinking you got this car, tossed some gas into it, a battery, and expected it to be reliable transportation.

Am I right? (the dried vacuum hoses was a BIG clue).

Start with the basics. Clean/rebuild the carb, clean/replace the gas tank, REPLACE all the fuel lines, vacuum lines (hard and soft), add a fresh tune-up kit and dial it in.

Now, stick a vacuum gauge on the engine and see what you have. You'll need to do this anyway for a proper tuning.

If you in fact don't have bad valves, worn timing chain, and everything else is working as it should be, I'd take that BBD and deposit it on the bottom of the ocean where it belongs, and swap on a Performer intake and carb, and be done with it.
