Steve 25 years ago or so at a Spring Carlisle ( when we used to find good stuff), I bought a boxed NOS 3419498 luggage rack from a corvette vendor who had it mixed in with all his new vette racks, and just wanted rid of it. It had everything listed in the rack package but no evidence of any straps. Greg may have got them mixed up with with the later station wagon roof racks which I believe offered straps.
