The Hemi 06 cylinder head configuratation lended itself to making power at higher RPM to the GM offerings. Peak power was above the 10,500 RPM. The RPM limit was an attempt to keep costs down.
The symmetrical head layour that Alan P uses now has different valve placement etc that is better suited to running under 10,500
My understanding is both castings have always been available, so there isn't some conspiracy against Mopar fans. Mopar just didn't see the ROI in Pro Stock and focused their money in to Top Fuel and Funny Car at the time. Without the backing, the Johnson's stepped aside.

I doubt that Alan Prusiensky will see this, but he'd know more about this than all of us.
