PayPal's currency conversion fee to US or Canadian dollars is 3.5% but is 4% for other currencies. PayPal also charges a 4.5% fee for conversion service.
Via Google. Is this a ebay deal? I haven't used "pay pal"(the original that ebay started) in years. Ebay now takes different forms of payment but not sure if it's all threw the new pay pal. Another thing i noticed they charge you higher than your state sales tax. I tried to figure out a way to email them and ask but it's seems like a rabbit hole.
