The carb is what you are(mainly) trying to protect so between the (mech)fuel pump and the carb. One between the tank & the pump(elec or mech) would protect the pump(s) but it would need to be less restrictive as it is on the suction side and then a fine micron filter between the mechanical pump & the carb.
